Gigaspaces 6.6 Clustering and Failover

We have production Gigaspace cluster running version 6.6. Look at the attached screen shots of the GCS and GSM running on two different machine.

This setup was done by Gigaspaces consultant who came in and did this setup a long time back. Now when we deploy our PU/Service to one of the servers and other one is supposed to pick it up. Well it doesn't, not in the manner that I think it should work.It seems all the request are responded to by one server where we deployed our service and other server just acts as failover server, this server gets the requests only when the first server is brought down. When we looked at the Gigaspace management center we saw that the service is only deployed to one of the GSM's and other one is empty(look at the screen shots attached). I am happy with the failover part however not happy that only one server is taking all the load.

Bottomline I have setup which works as a good failover but the clustering is not working. Here is the PU that we are using for deployment. Find the screen shots attached.
