When to create a PU

I have a question about PUs that don't actually process space events/data, for example, a system monitor.

I have a system that is based on GS. On each cluster member, I want to log or send a notification when the state of the cluster changes using the Admin api. Is it appropriate to create this component and deploy it as a PU - one instance on each cluster member. Or is this an innappropriate use of the PU concept. My thought is that PUs allow me to add functionality (dynamically and with very little setup) to the system that is well-defined and loosely coupled to the system as a whole.

Having such as a PU (is most cases you should have a single instance running) is the recommended option.
